New Party Chief in South Pyongan

Hong In Bom is the new Chief KWP Secretary in South Pyongan.   Hong was identified as South Pyongan’s party chief  when he made a speech at a 26 August meeting for the election delegates to the 3rd Party Conference (Meeting of Party Representatives; Party General Meeting).  Hong replaces Ri Thae Nam who was appointed a Vice Premier at the 3rd plenum of the 12th SPA in June.  From 1993 until his provincial appointment Hong was a deputy (vice) director of the CC KWP Organization Guidance Department; it is likely he retains this title.  Prior to his appointment at OGD, Hong was a party economic manager at the Anju Coal Mining Complex.

Meanwhile, several government institutions (including the internal security apparatus) held their own meetings to elect Party Conference delegates on or around 27 August 2010.  The meetings were reported by KCNA on 30 August:

The meetings discussed the issue of electing delegates to the conference of the WPK.

Speeches on the election were made by Ri Pyong Sam, director of the Political Bureau of the KPISF, at the meeting of the KPISF, Choe Yong Rim, alternate member of the Political Bureau of the WPK Central Committee and premier of the Cabinet who is a delegate of the party organization of the Secretariat of the Cabinet, at the meeting of the Cabinet, Han Chang Nam, director of the Political Bureau of the Ministry of Railways who is a delegate of the party organization of the Chongjin Railway Bureau, at the meeting of the Ministry of Railways and Ri Myong Mo, chief secretary of the Party Committee of the Ministry of Culture who is a delegate of the party organization of the unit of the Party Committee of the ministry, at the meeting of the ministry.
