Choe joined the cohort of KPA general-grade officers in February 2014 as a Major General.  Between that time and 2015 he earned his second star as a Lieutenant General and appointed commander of KPA Unit #526.  He was elected an alternate (candidate) member of the WPK Central Committee during the 7th Party Congress in May 2016 and upgraded full member status during that Central Committee’s 2nd plenary session in October 2017.

Choe Tu Yong was appointed commander of the forward-deployed II Corps during a plenary meeting of the WPK Central Military Commission [CMC] in December 2019.  He retained his WPK Central Committee member status at the 8th Party Congress in January 2021.  During the June 2021 CMC meeting he was appointed 1st Vice Chief of the KPA General Staff and Director of the KPA General Staff Operations Bureau.

Choe’s Central Committee member status was downgraded to alternate (candidate) in 2022.  In 2023, he was appointed commander of the V Corps.
