And so it begins?

KCNA reports that at a meeting at the 25 April House of Culture in Pyongyang, Gen. Kim Jong Gak nominated Kim Jong Il as a delegate at the upcoming Party Conference (3rd Meeting of Party Representatives) which will begin on 6 September.  Gen. Kim is a member of the National Defense Commission and senior deputy director of the MPAF GPD.  He is VMAR Jo Myong Rok’s successor at the GPD, making him Kim Jong Il’s political manager of the Korean People’s Army.

It is the loyalty of the servicepersons and people to accomplish the revolutionary cause of Juche under the Songun leadership of Kim Jong Il, invariably holding him at the highest posts of the WPK and the revolution.

Kim Jong Gak courteously proposed the election of Kim Jong Il as a delegate to the conference of the WPK, representing the unanimous will and desire of all the servicepersons.

Kim Jong Gak presided at a ceremony in May of this year where three bronze statues of Kim Il Sung, Kim Jong Suk and Kim Jong Il were unveiled at the Ministry of People’s Armed Forces.  He also presided over various events held to commemorate KJI’s birthday in February.    One of Gen. Kim’s specialties is stage management.  It is highly likely, given his career history, that he is managing preparations for the military parade which will be held either for 9 September (62nd anniversary of DPRK establishment) or 10 October (65th KWP official anniversary).  While he is a succession manager, he also has the delicate task of making KJI into a historic figure in KPA political indoctrination without marginalizing the center.  Kim Jong Gak traveled to China in late 2009, visiting the Yuwen Middle School.

The nominated delegate in question seemed to have been out of the country at the time.  Though his reasons are not clear, he can at least gather propaganda film footage.
